With the upcoming implementation of Section 10 of the Private Tenancies Act (NI) 2022, landlords in Northern Ireland must meet new electrical safety standards. From December 2024, it will be a legal requirement to conduct regular Electrical Installation Condition Reports (EICRs) on all privately rented properties.

- the Regulations are operational from 1 April 2025, for all new private tenancies granted on or after this date.
- existing tenancies granted before 1 April 2025, have to 1 December 2025 to comply.

What is an EICR?
An Electrical Installation Condition Report is a detailed inspection of a property’s electrical installations, ensuring they are safe and up to code. As a landlord, you will need to have a qualified electrician carry out this inspection every five years.
What the New Regulations Mean for Landlords
Under the new Section 10 Regulations, landlords must:
- Arrange a 5-yearly inspection of all hard-wired electrical installations by a qualified electrician.
- Obtain and keep a copy of the EICR, and provide this to tenants and prospective tenants within 28 days of receiving the report.
- Provide a copy of the report to the local council within 7 days if requested.
- Complete any recommended remedial work within 28 days, or less if specified in the report.
- Provide written confirmation of completed works to both tenants and, if applicable, the council.
Compliance Timeline
The regulations are expected to be fully operational by December 2024, with a 4-month lead-in period for new tenancies and 12 months for existing tenancies. This means landlords should plan now to meet these deadlines.
